KB3095649 is another one of those strange updates that confuses most of us, we're never sure if it applies to us. Apparently this update has been rolled out to Windows 7 users also (see 'SevenForums' or Google it) as an optional update. You can ignore it, it should be unchecked by default, or blacklist it until you know you need it. If you're unsure leave it alone, better safe than sorry.
Here's a link to the Win7x64 update. The KB article it points to is the same one you pointed to - go figure.
